NOTICE OF A MEETING OF RADLEY PARISH COUNCIL which will be held on Thursday
23rd March 2023 in the Church Room, Radley at 7.30pm to transact the business set out below.

1. APOLOGIES FOR ABSENCE: To receive
Councillors who are unable to attend should inform the clerk by 2pm on the day of the meeting,
stating the reason for their absence.

4. MATTERS RAISED BY MEMBERS OF THE PUBLIC:
Members of the public present are invited to express a view or ask a question on relevant matters
on the following agenda or raise a question for discussion at a future meeting of the Council.
• CONSIDER the suggestion made in February that former councillor Priscilla Dudding
should be nominated as Clerk of the Green Cloth.
Note that the holder, whose duties include fund-raising activities for the benefit of church and
village, is elected by the parishioners of Radley every two years.

5. MINUTES:
• APPROVE the draft minutes of the February 2023 Parish Council meeting

6. POLICE MATTERS:
• RAISE any matters for reporting to the police
• TO NOTE: The ‘Have Your Say Event’ on the 7th March went ahead.

7. PLANNING MATTERS
7.1 DEVELOPMENT STEERING GROUP:
1. TO NOTE the minutes of the 18th March meeting of the Development Steering Group

3. TO HEAR any further updates on the CIL projects
i. Gooseacre:
NOTE: the County Councillor Priority grant is progressing Lawns
Community Building
ii. Cemetery extension
iii. Road safety around the school
iv. Primary school and hall extension
NOTE: Councillors are invited to the Community Day planned by the
school for 22nd April. Separate tours are being planned.

Application for determination of the conditions to which a planning permission is to
be subject (Permission numbers DD1 and DD2) at Land at Thrupp Farm, Radley,

7.4 PLANNING APPLICATION:
1. TO CONSIDER: P23/V0539/FUL – Erection of a new classroom block with ancillary
office space at Radley College
2. NOTE Further information submitted on OCC planning application MW.0027/22
7.5 CONSULTATION: Oxford Local Plan consultation to consider if the Council should respond.

8. FINANCIAL MATTERS:
8.1 ACCOUNTS:
• ACKNOWLEDGE scrutiny and acceptance of the bank statements and reconciliation
(also in the file)
8.2 • TO ACKNOWLEDGE scrutiny of the invoices for payment this month and
• APPROVE accounts for payment as itemised on the monthly cashbook (file document –
to follow).
8.3 • TO NOTE transfer to Nationwide Building Society 1 year fixed rate saver
• TO CONSIDER moving funds to Unity Trust 30 day saver interest rate 2.21% (Barclays
currently 0.8%)
• TO REVIEW the Investment Strategy
8.4 • TO REVIEW the financial risk assessments
8.5 • TO NOTE that the Internal and External Audit reports for the Accounts to 31 March 2022 – as recommended for approval by the Finance and Administration Committee November
meeting but not explicitly noted by the following PC meeting.
8.6 • TO CONSIDER grant applications (£ 897.05 remaining in Grants budget)
1. Clean Slate (Crime statistics refer to postcode OX14. Clean slate say that they
currently support 20 clients from this postcode and two clients from the postcode
OX14 2.)
2. Sue Ryder
8.7 • TO CONFIRM acceptance of grass cutting quotes for summer 2023 pending grant
funding and possible planning applications for storage for grass cutting equipment.

8.8 • TO DELEGATE a councillor to trial proposed electronic payment receipts.

9. REPORT OF THE COUNTY AND DISTRICT COUNCILLORS:
• TO RECEIVE reports from the District and County councillors.
Councillors Johnston and Lugova will submit their District report in writing in advance of the
meeting and receive any comments from councillors during the meeting.

10. HIGHWAY MATTERS:
10.1 • RECEIVE any reports of any highway problems for reporting:
− Damaged and currently missing illuminated “give way” sign on the corner of
Foxborough Road and Whites Lane.

• TO CONSIDER draft terms and conditions (file document)
10.3 • TO CONSIDER concerns raised at visibility for vehicles exiting St James Road onto
Foxborough Road.
10.4 • TO CONSIDER if the Council should respond to Oxfordshire County Council Area
