MINUTES OF A MEETING OF RADLEY PARISH COUNCIL HELD in the CHURCH ROOM, RADLEY on THURSDAY 24th MARCH 2022 at 7.30pm

 

PRESENT:                Crs Crowley (Chairman), Cook, Dudding, Fraser, Henderson, Johnston, Smith, Sparks

IN ATTENDANCE: 3 members of the public, the Lengthsman and the Clerk

 

16/22 APOLOGIES FOR ABSENCE:  Cr Standen.

Cr Mulholland was unable to attend in person through illness and joined the meeting virtually.

District Councillor Lugova, sent her apologies.

   
17/22 DECLARATIONS OF INTEREST:

Cr Henderson declared an interest in item 24/22c) as he is a licencee of the Vale of White Horse DC.

   
18/22 DISPENSATIONS:

It was noted that Cr Dudding has been granted a dispensation under sections 33(2) (c) and (e) of the Localism Act 2011 because it is in the interests of persons living in the parish that to ensure that the parish council’s financial interests are properly protected in the Council’s dealings with the Radley Lakes Trust that she should be able to speak at meetings on relevant matters.

   
19/22 MATTERS RAISED BY MEMBERS OF THE PUBLIC:

Mr Colton raised a question on Thrupp Lane being included a potential 20mph zone.  His tenant has advised that speeds were dictated by road conditions and asked how the limit would be enforced.  He said that the worst speeding was by youths on motorbikes.

Mr Law was concerned that Church Lane (leading from Oxford Road to Sunningwell) might be excluded from the scheme.  The Council would raise this question with OCC at the planned presentation on measures associated with the new Lodge Hill slips.

   
20/22 MINUTES OF PARISH COUNCIL MEETING held on 24th February were RESOLVED to be an accurate account of the meeting.
   
21/22 POLICE MATTERS: None
   
22/22 PLANNING MATTERS:
(a) DEVELOPMENT STEERING GROUP:

Church Farm Welcome booklet would be printed over the coming weeks.

Gooseacre: An exhibition was scheduled to be held in the Village Hall on 30th April and 1st May.

Radley Lakes:  Signboards, funded by a grant from TOE, had been installed.

(b) STRATEGIC SITES:

NW Radley – A meeting had been arranged with Pye for 14th April.

S Kennington – Cr Henderson would raise with Redrow i) when the permissive path through the copse onto Sandford Lane would be open ii) when the public footpath would reopen and iii) mud on the road outside the site entrance.

(c) RADLEY COLLEGE quarterly update:  The Estates Bursar had reported that the laundry had been outsourced to a unit in Abingdon.  Future plans included enlarging the music department and developing Park Farm barn as a cookery school which would also be available for outside use.  The school planned to improve sustainability by going over to electric vehicles and hoped to generate its own electricity from a solar farm on the field adjacent to Kennington Road.
(d) RADLEY LARGE WOOD:  The wood had been purchased by St Hilda’s College and councillors hoped to meet to discuss plans for the wood.  There were some concerns at the quantity of work planned and at plans which might attract visitors from a wide area to the detriment of the wood.
(e) PLANNING APPLICATION:

Proposal: Change of use of land from agricultural land to farm park, wildlife and outdoor activity centre, associated buildings and outdoor play structures, mountain bike trail, formation of lake, ponds and wetland area, formation of a new vehicle/pedestrian access off the A415, associated engineering works, drainage and landscaping. 23/22 FINANCIAL MATTERS:
(a) ACCOUNTS:

·       CONFIRMED scrutiny and acceptance of the bank statements and reconciliation, all of which were saved in the shared file..

(b) ACCOUNTS FOR PAYMENT:

It was proposed by Cr Dudding, seconded by Cr Henderson and

·       RESOLVED that the accounts as itemised on the monthly cashbook for should be paid.

24/22 REPORTS OF THE COUNTY AND DISTRICT COUNCILLORS:
(a) County- Cr Johnston reported:

1.     There has been a copious exchange of e-mails between myself and the County Highway Officers in respect of the outstanding section 278 entrance works at Redrow.  I have been trying to get all the detail clear, especially in respect of priorities during three way working and that all the necessary permissions have been obtained from private landowners etc.  The works are expected to start on the 8th of April or thereabouts and take about a fortnight.  Works included removing all the redundant old street lights plus various remedial works.  It has been a saga but hopefully by the end of April we shall have seen the last of that one.

2.     I believe that Thames Water has carried out various works to upgrade the foul drainage system in respect of Redrow and the surrounds, but I do not have all the details for which I might have wanted.

3.     I am seeking advice on just what can and cannot be done from the County Officers in respect of the crack willows either side of Kennington Road at the boundary with Kennington.  The Eastern Copse is owned by an absentee landowner from a well-known local family.  Residents have expressed concern about the condition of several of the trees, some quite close to public highways and one did come down not long ago and blocked the road for a while before the County’s contractors cut it up and removed it from the highway.

(b) District- Councillors Johnston and Lugova reported:

 

1.     Biffa Waste Collection update. Biffa are planning a re-route day for June 20th. This date has been chosen so that the complications around bank holidays will be missed. More efficient routes will be introduced and everybody will receive a letter to explain exactly what is happening. The aim is to optimize the routes, reduce the distance travelled and to minimise the carbon emissions.

2.     Pye Development in Radley. The only response we received is that Vale Officers held an initial meeting with the applicant/agent earlier this month to discuss the concerns raised and to agree the next steps. There will be another meeting at the beginning of April and we hope to get some answers after that meeting.

 

  Cr Johnston added that the Vale’s counsel’s opinion was that the Terrafirma application should be determined by OCC rather than the Vale.

It was agreed that the application should be referred to Enforcement.  Cr Johnston would contact both OCC and the Vale asking them to act.

(c) MOBILE HOME PARKS: Despite prompting, the Vale had not yet supplied the mobile home park accounts. Cr Johnston reported that there was no resolution as yet on the rent for 22-23.
   
25/22 HIGHWAY MATTERS
(a) There were no reports for forwarding to Fix My Street
(b) ROAD SAFETY: UPDATE

1.     20mph consultation:

·     The member of the public’s comments were noted.  The working group would bring a draft consultation to the next PC meeting.

·     The Council noted Lakes Trust’s support for a reduction in the speed limit in Thrupp Lane.

2.     Speed awareness signs

·     RESOLVED to purchase 2 no. “speed check area” signs at a total cost £103.90 to be fixed intermittently on the SID sign poles in Kennington Road.

 

3.     Poles for SID signs

RESOLVED to:

i)               Ask OCC to install 2 no new poles i) in Whites Lane opposite Braeside and ii) Church Road opposite 39-41

ii)        Source fixing clips to enable a sign to be fixed to the existing lamp post outside 98 Foxborough Road

   
26/22 CONSERVATION:
(a) LENGTHSMAN PLAN OF WORK:

The Lengthsman’s plan of action was accepted with no additions requested.

(b) GARDEN COMPETITION: Saturday 2nd July: A call for volunteers had gone in Radley News and in the village email. It was thought that there would still be roles for councillors in shortlisting and on the day itself.
(c) GRANT OPPORTUNITIES: It was noted that groups were urged to apply to the Vale’s Climate Action Fund
(d) TREE SURVEY/RISK ASSESSMENT was carried out on 17 March. The report and action plan would come to the next meeting.
   
27/22 ANNUAL PARISH MEETING
  Proposed 21st May at 11am, preferably in the Bowyer Arms with presentations on the Gooseacre and 20mph consultations.
   
27/22 THRUPP LANE
  There was still no progress on a meeting with OCC officers.  The FOI request regarding counsel’s opinion had been successful, though OCC could still appeal. The Council was disappointed that OCC had not responded to their last letter.
