- MINUTES:
- APPROVED the minutes from the 13th March 2025.
- MEMBERSHIP UPDATE
Councillors: Barnfather, Crowley, Frank, Henderson and Tannahill.
Representatives of the following community groups:
- Radley Primary School – Joint chairs of governors 2024-25 declined to join but may attend if something directly applying to the school is to be discussed
- Radley College – Andrew Ashton to nominate a new representative
- Radley Village Shop – Lynda Crowley
- Radley Village Hall – Chris Henderson and Rob McDermott
- Radley Lakes Trust – Craig Woolhouse
- Church of St James the Great, Radley – Phil Henderson
- DELIVERY OF POLICIES IN THE NEIGHBOURHOOD PLAN:
Agreed to make the following amendments to the Community Actions report
- CA2: Add the village hall refurbishment project.
- CA12: Update that the masterplan is completed and which projects are ongoing.
- CA14: Add that the sewage is ongoing.
- Other items:
- Sugworth lane pedestrian path – it was proposed to have now but is now happening as part of planning approval P23/V0861/FUL.
- The clerk to check the planning permission for where the Sugworth lane pedestrian path will be located.
- AGREED to request an update from Radley College on their master plan items including the solar farm and how much of the field it will take up.
- PROGRESS WITH THE DEVELOPMENT OF THE STRATEGIC HOUSING SITES:
- The Lawns:
- Cycle Track: No updates. AGREED for the clerk to identify the highways contact.
- Community Building:
- Rotunda Community Building:
- Drainage
- Drainage design completed and with building control for inspections.
- David Pendery will update his drawings to reflect the drainage solution.
- Building Control
- The building control actions need completing and approval gained. Once approved, David Pendery can create a programme of work, which will include Rotunda manufacturing and build dates and when tendering for work can commence.
- David Pendery is working with Rotunda to complete queries from building control to be completed by 22.06.25.
- Drainage
- Building control have offered an extension to mid-July.
- Fire officer requires a fire strategy and is required for building control. RESOLVED that the Clerk and Phil Henderson to produce it together, with Phil Henderson to be listed as the “responsible person” to sign off the document.
- David Pendery to share a copy of a fire strategy to the Clerk and Phil Henderson to share St James the Church’s fire strategy to use for guidance.
- AGREED to ask David Pendery to clear the conditions on the s73 planning approval. To note the same information that is submitted to building regulations also is sent to planning.
- Rotunda to update energy information with the agreed heat pump solution.
- Kitchen
- David Pendery to advise the kitchen supplier that latest on the community centre build plans.
- Lease Agreement
- The trustees have a solicitor on board and are chasing for comments.
- The clerk to send Phil Henderson the land transfer document, to be shared with the solicitor.
- Church Farm:
- Drainage: Thames Water are organising a pop in session for residents on the 25th June from 3pm – 7pm located in the church room and will be advertised locally.
- Cycle Path: Ryan Moore has been identified as the Highways contact, awaiting a date for a meeting.
- S106 Public Art Fund:
- £72k (index linked) is available for North West Radley. Residents would need to consider what they may want. The VoWH art officer can provide guidance on what the money could be used for.
- The clerk to ask the District Council the final index linked sum.
- CIL PROGRAMME:
- Village Hall:
- Updated QS report received, and Radley Parish Council approved the budget at the Parish Council meeting held on the 22nd May 2025.
- The kitchen and AV wiring will be removed from the scope of works due to the budget available.
- RESOLVED for the clerk to share with David Pendery the revised budget set for the village hall.
- The village hall heating very possibly will not last this winter and parts are no longer available. If the work to update the heating is not completed before this winter, there is a risk the village hall will have to be closed for hiring.
- Noted that David Pendery does not have the capacity to manage the Rotunda project at the same time as the village hall refurbishment project.

- CIL Annual report: RECOMMENDED for the report to be submitted to the District Council.

- Quantity Surveyor report on Village Hall refurbishment.
- Project management for the projects as structure agreed by PC
