- MINUTES:
- APPROVED to sign off the minutes from the 13th June 2024, with the one requested amendment:
- There may be approximately 2–3 years of spaces in the graveyard not 2-3 months.
- PROJECT UPDATES:
- Gooseacre
- Pendery to get quotes for trial holes for the structure.
- John Platts has been chosen as the landscape architect.
- Delays to the project mean the Village Hall can be rented up until April 2025.

- Waiting on Redrow for the land to be transferred to Radley Parish Council.
- The service water plans to connect to existing manholes were rejected by VoWH. They have requested a full design and details of around the car park. D. Pendery is waiting for the relevant tests then the final drawings can be created and submitted again.
- The structural calculations for the Rotunda building have been provided.
- The energy calculations are still outstanding.
- Rotunda engineers are advising that an air pump system is now the only heating system that can be used and recommend the air to air one. Rotunda have offered to arrange find a contractor to carry out the work or help whomever Radley Parish Council select.
- To enable to air pump system to heat up all the rooms, ducting would be required to heat the rooms away from the main room.
- Fraser Walker will be arranging the utility connections and will need to know the air source solution.
- Pendery to approach Redrow’s contractors for the ground modification works.
- Action – From October, P. Henderson to draft up requirements for the heating air pump with Clr Henderson and Clr McDermott, with support from D. Pendery. Then forward to local contractors to arrange quotes.
- The drawings of the car park and path construction to be completed.
- Dropping the building down by 200m will mean ramps do not need rails as the gradient will be decreased, and the topsoil can be reused around the site. As the building will be lower, it can be brought forward, which improves the garden.
- Pendery will informally check if a non-material amendment application (materials used for the build) is required but advises to submit this information rather than waiting a long period of time for a response.
- Pendery still to submit the building regulations, which can take 6 weeks to process assuming all goes well. Any delays could impact the Rotunda build timescales.
- This activity is the critical path for the Rotunda build. A revised programme plan to be created once this has been submitted.
- Aiming for Spring / Summer 2025 for occupation of the Rotunda building.
- Noted that Radley Parish Council may have to hire a generator, porta toilets and skips for when Rotunda are on site.
- The artist Matt Day is currently updating his drawings. D.Pendery to advise M. Day of the delays on the project.
- It is to be confirmed if trees could be planted around the site perimeter in Autumn.
- Henderson to advise the kitchen company that delays on the project.
- Noted that the community knows the project is delayed.
- A fundraiser for the gardens is being held on the 22nd
- Radley Lakes Trust
- Radley Lakes Trust supported the School Fete/Radley Flower Show on 13 July with a pond dipping table.
- The Annual Forum will be held on Saturday 21 September at Radley College, all are welcome to attend.
- RLT will respond to the submission made by Tuckwell’s following the extra ecological and groundwater/hydrological surveys requested by OCC in the Regulation 25 letter of 5 July 2024.
- Footpath in south-west corner of Thrupp Lake – volunteers from RLT removed the excess depth of gravel which has made the path more suitable for buggies and wheelchairs
- Radley Lakes Trust are proposing some additional hedge planting in the vicinity of the footpath improvements. It is proposed to fund this from the unspent contingency provided by RPC for the footpath contract.
- Drone survey – RLT are still trying to resolve differences of opinion with the contractor.
- Plans for 24/25 – RLT are likely to progress further footpath upgrades around Thrupp Lake next spring on its northern edge. A request for CIL funding will be made at the November meeting of the DSG.
- Cemetery Extension:
- Clr Crowley has not yet had a response about if any plots at the lower graveyard are available or the lease has run out.
- There is no suitable land available for a new cemetery but looking into a memorial site.
