DEVELOPMENT STEERING GROUP

Meeting Thursday 8th June 2023 at 7.00 pm in the Church Room, Radley

3 TERMS OF REFERENCE:
  1.     Review the group’s terms of reference and

2.     Consider future working arrangements

The Parish Council has agreed that this group should agree and propose any changes for adoption by the Council.

  Development Steering Group terms of reference

1.     Role

1.1 The role of the Working Group is to:

  1. monitor the delivery of policies in the Neighbourhood Plan, and to advise the parish council on action to take forward the Community Actions identified in the Plan;
  2. monitor progress with the development of the strategic housing sites, and to advise the parish council on any action needed to ensure compliance with planning conditions applying to them; and
  3. advise the parish council on a programme for spending its CIL and s 106 receipts, and on the management of individual projects arising under that programme.

2.     Membership and Quorum

2.1 Membership of the Neighbourhood Plan Working Group shall comprise

  1. a minimum of 3 members of the Parish Council,
  2. nominated representatives of each of Radley Primary School, Radley College, Radley Village Shop Management Committee, Radley Village Hall, the United Benefice of Radley, Kennington and Sunningwell; and
  3. such other persons whom the Parish Council agrees from time to time to co-opt.

2.2 The Working Group shall review its membership from time to time.

2.3 The Working Group will report to the Parish Council’s monthly meeting.

2.4 The quorum for a meeting of the Working Group is three, including at least one parish councillor.  If fewer than 3 members are present, the meeting shall stand adjourned.

3. Chairman and officers

3.1 The Working Group shall elect a chairman from its number at its first meeting and thereafter at the first meeting after the Parish Council Annual meeting in May.

3.2 If the chairman is not present, members shall elect a chairman for the meeting from amongst their number.

5. PROJECT UPDATES

·       Environment Agency update

·       As a contingency, consider looking for alternative sites to be carried out in parallel as a contingency.

The Council has written to Church updating and raising the possibility of reusing the oldest part of the Churchyard and use of glebe land north of the church. Rev Glenny advises contacting the Archdeacon.

6. FINANCIAL UPDATE:

1.     Note CIL programme financial update

2.     Make any recommendations on the budget

3.     Endorse the CIL Annual report for submission to the District Council
