1. RECEIVE draft minutes of the 9th January meeting of the Development Steering Group. 

1. APPROVE for publication a draft monitoring report of Neighbourhood Plan policies as endorsed by the Development Steering Group 

1. NOTE the project manager’s update 

1. ENDORSE the appointment of a contractor to carry out a level survey and set out the site. 

1. APPROVE the following steps set out in CIL Budget Review Recommendations: 

1. Agree maximum allocation of CIL funds to this project including 

1. Agree a contingency pot for the Lawns Community Building Project (Rotunda).   

1. Agree that the Council should review the all the CIL projects and the remaining CIL funds available and discuss how they should be redistributed at the 27th February Parish Council meeting. 

1. The village hall committee should be asked to produce a prioritised list of work they would like carried out to bring back to the February meeting.   

1. APPROVE project framework and documentation recommendation 

1. AGREE to proceed to asking the solicitor to draft a lease with the Rotunda management CIO.  

Note: For VAT reasons, the building will be let to the group at a peppercorn rent and the Council will derive no income from the building. Recommendation for a full repairing and insuring lease.  

1. ACCEPT quotes for i) Ground investigations and ii) Structural investigations 

1. CONSIDER a note on the cost of borrowing.

1. Thames Water to arrange meeting at the Lower Radley pumping station (CEO of Ofwat confirms) 

1. TO ACKNOWLEDGE scrutiny and acceptance of the monthly bank statements and reconciliation for January for signing by a councillor. 

1. NOTE the budget update (file document)

1. NOTE the updated and approved budget for 25-26. 

1. TO ACKNOWLEDGE scrutiny of the invoices for payment in January to date (link) and confirm by signing of the monthly schedule of payments. 

1. TO APPROVE accounts for payment as itemised on the monthly cashbooks for January

1. NOTE the Interim Internal Audit was carried out on 21st January. Report to be considered and actioned at the February Parish Council meeting. 

• TO APPROVE the draft scheme of delegation 

• NOTE change over from radleyparish.org to radleyparish.gov.uk should be completed by 31st January. From 1st February 2025, all Council correspondence will only be sent to councillors’ .gov.uk email address. 

• TO RECEIVE reports from the District and County councillors. 

• TO RAISE any urgent reports 

• CONSIDER making individual responses to OCC’s National Highways and Public Satisfaction Survey 

• Potholes Radley Road/Whites Lane/Foxborough Road junction: Highways confirm that defects are scheduled for repair. Foxborough Road, Whites Lane, Radley Road and the start of Thrupp Lane are due to be inspected in May and any defects which meet the criteria will be scheduled for repair.
