a)     APPROVE Matthew Day’s quote for the planning application for the canopy to be funded by the S106 public art project.(To be paid from S106 public arts funding)

b)    APPROVE the submission of a planning application for non-material amendments to the planning permission (recommended by the project manager and endorsed by the Development Steering Group)

c)     CONSIDER quotes for a ground survey (to follow)

d)    APPROVE an application for fees to cover extra work undertaken

2. Gooseacre:

·       CONSIDER quotes for ground and structural investigation works.

9. FINANCIAL MATTERS:
ACTION
9.1 ACCOUNTS:

1.     TO ACKNOWLEDGE scrutiny and acceptance of the monthly bank statements and reconciliation for October for signing by a councillor.

2.     NOTE the budget update.

3.     NOTE the finance reports.

9.2 SALARIES:

·       TO NOTE the local government salary review for 24-25 (backdated to 1st April) will be applied to salaries this month.

9.2 1.     TO ACKNOWLEDGE scrutiny of the invoices for payment October (link) and confirm by signing of the monthly schedule of payments.

2.     TO APPROVE accounts for payment as itemised on the monthly cashbooks for October

9.3 FINANCE AND ADMINISTRATION COMMITTEE:

1.     TO RECEIVE minutes and

2.     TO ADOPT recommendations

i.    To consider replacing the SID solar panel in the next financial year if funds allow

ii.    That some of the donation from Abingdon marathon can be used to:

Purchase a small token of thanks to the Radley College volunteers.

Purchase a small token for Tony Stoyle as a thanks for all his help with the website.

iii.    That the budgets for both Rotunda and Gooseacre to be discussed at a Parish Council meeting, along with discussions to produce a priority list for the Gooseacre project.

iv.    The following updated policies should be adopted:

2.    Safeguarding policy

3.    Equality Policy

4.    Dignity at Work Policy

9.4 ACCOUNTS to March 31st 2025 (document attached)

·       TO REVIEW the accounts to 24-25 and note the predicted year end outturn.

9.5 GRANTS:

1.     TO AGREE that grants will be made in this financial year.

2.     TO CONSIDER the recommendations of the Finance and Administration committee (document).

9.6 BUDGET:

·       APPROVE the general budget for 2025-26 (report)

·       CONSIDER the CIL budget

·       NOTE pressures on funding for the planned Village Hall refurbishment and consider how this should be addressed.

9.7 PRECEPT:

·       AGREE the precept for 2025-26 (report)

·       NOTE that the Finance Committee discussed making a £2 or £3 increase for band D. (Note that this increase would not be sufficient to cover the estimated budget deficit).

9.8 WEBSITE:

·       NOTE that the launch of the new .gov.uk website is scheduled for 10th December and plans for publicising the launch (attached)

9.9 CONSULTATION:

·       TO CONSIDER Council response to the government consultation on enabling remote access to parish council meetings (and proxy voting) Open consultation.

Councillors may respond independently.

10. REPORT OF THE COUNTY AND DISTRICT COUNCILLORS:

10.1 ·       TO RECEIVE reports from the District and County councillors.

Councillors Johnston, Cox and Lugova will submit their reports in writing in advance of the meeting and will receive any comments from councillors during the meeting.

1.     TO RECEIVE any reports of any highway problems for submission on Fix My Street:

–          Potholes in Thrupp Lane previously reported but closed without action reported again.
