NOTICE OF A MEETING OF RADLEY PARISH COUNCIL which will be held on Thursday 25th JULY 2024 in the Church Room, Radley at 7.30pm to transact the business set out below.

·       NOTE updates and consider matters arising:

1. Gooseacre:

·       RECEIVE any updates from the project group meeting to be held on 24th July.

As requested, the Clerk will provide a report on the project to date for newer councillors.

7.2 STRATEGIC SITES:
1.     i Church Farm:

A site visit has been arranged for Friday 9th August (Pye have been asked to provide PPE if the visit can include the part of the site still under construction)

7.3 THRUPP LANE:

7.4 SEWERAGE in Lower Radley:

·       TO CONSIDER updates and resident comments

7.5 ·       TO AGREE the Council’s response on Thames Water’s proposed reservoir
 
8. FINANCIAL MATTERS:
8.1 ACCOUNTS:

1.     TO ACKNOWLEDGE scrutiny and acceptance of the monthly bank statements and reconciliation (file document) (for signing by a councillor).

2.     NOTE the budget update.

8.2 1.     TO ACKNOWLEDGE scrutiny of the invoices for payment this month (link) and confirm by signing of the monthly schedule of payments.

2.     TO APPROVE accounts for payment as itemised on the monthly cashbook for June

3.     TO AGREE that invoices for August should be paid after checking by councillors and verified at the September meeting.

4.     TO CONFIRM a monthly payment of £9.99 to the clerk for the phone line (paid at cost).

5.     TO CONFIRM that the preferred method of payment of invoices will be online banking.

8.3 ·       TO APPROVE reinvesting maturing funds held in Cambridge and Counties Bank for a further 6 months in a 6-month fixed rate business bond issue 8
8.4 ·       TO REVIEW the effectiveness of the Internal Audit – (audit action) file document
8.5 FINANCIAL REGULATIONS:

·       TO ADOPT new regulations as drafted.

The model regulations were updated by NALC in May 2024 and have been personalised for Radley Parish Council.

8.6 INTERNAL AUDIT

·       TO DELEGATE to the clerk with the Chairman and Chairman of the F&A to accept the Internal Auditor’s quote for services for the 24-25 Internal Audit which is due in August. To be verified at the September meeting.

8.7 STAFF

·       NOTE that the Lengthsman vacancy has been advertised with a closing date of 20th August. Adverts placed on the website and Facebook (Radley x2, Abingdon and Kennington pages), noticeboards in Radley and Kennington and will be included in the monthly reports

8.8 SCHOOL FETE

·       CONSIDER any comments arising from the Council’s attendance at the school fete and

·       AGREE any items to bring forward to the September agenda

8.9 PLAYING FIELD/PAVILION

·       NOTE comments on the new agreement with the football club (to follow) and

·       NOTE concerns about waste and litter including drugs paraphernalia being found around the pavilion.

8.10 WEBSITE:

1. RECEIVE Notes of a meeting of the website working group and reports

1.      Approved Registrar quotes and

2.      Approved registrars collated data

3.      Report – How can historical data on org.uk be managed

2. CONSIDER the recommendations that:

1.     Netwise should be contracted as the registrar to design and host a new .gov.uk website and Council email addresses

2.     The domain new name should be radleyparish.gov.uk

3.     Archive material should be retained.

9. REPORT OF THE COUNTY AND DISTRICT COUNCILLORS:                    
  ·       TO RECEIVE reports from the District and County councillors.

Councillors Johnston, Cox and Lugova will submit their reports in writing in advance of the meeting and will receive any comments from councillors during the meeting.

 
10. HIGHWAY MATTERS:                                                                                                        
10.1 Fix My Street

1.     TO RECEIVE any reports of any highway problems for submission on Fix My Street.
