A34 Lodge Hill Interchange scheme update

Oxfordshire County Council contacted Radley Parish Council to provide an update in relation to the construction of the A34 Lodge Hill Interchange scheme.

This scheme will add new south-facing slip roads on the A34, together with improved cycling and pedestrian facilities that will include controlled and uncontrolled crossings. The scheme will also deliver an upgraded layby on the A34 (southbound) between the Milton and Chilton Interchanges, together with traffic calming measures on the local highway network and the reprovision of a private road.

Below is a copy of a letter which was recently delivered to residents in north Abingdon, which provides a bit more detail about timings for early phase works for the scheme, planned construction timeframes, as well as promoting a public information event that will be held at the Long Furlong Community Centre, in Abingdon, from 2 – 8pm on Friday 21 March 2025.

 

 

 

 

 

 

Dear resident,

A34 Lodge Hill Interchange scheme – Construction works

We are writing to provide you with an update in relation to the construction of the A34 Lodge Hill
Interchange scheme.

This scheme will add new south-facing slip roads on the A34, together with improved cycling and
pedestrian facilities that will include controlled and uncontrolled crossings. The scheme will also
deliver an upgraded layby on the A34 (southbound) between the Milton and Chilton Interchanges,
together with traffic calming measures on the local highway network and the reprovision of a private
road.

In preparation for the upcoming construction works, early phase works are scheduled to begin during
the second week of February 2025. These early works will include setting up a site compound that
will be accessible from the A4183 Oxford Road, together with the clearing of vegetation, trees and
scrub in the area where the slip roads will be constructed. The early phase works will be carried out
between 9:30am and 3pm, Monday to Friday.

A field ecologist will be on site at all times to oversee the vegetation clearance. As a responsible
council, we have undertaken a full arboricultural investigation and environmental assessment, as
well as developed ecological method statements and construction and environmental management
plans. This is to ensure that we minimise and mitigate any impacts associated with the scheme.
The early phase works will be followed by construction of the main interchange and the upgraded
layby on the A34, which is expected to start during April 2025. The layby works are expected to take
approximately six months to complete, whilst the main interchange works are expected to be
completed by the end of summer 2026.

Due to the nature of the work to upgrade the layby, there will be a requirement for narrow lanes and
a 50mph speed restriction on the A34 (southbound) between the Milton and Chilton Interchanges
from April to October 2025. Residents and commuters are kindly requested to exercise caution while
passing through the road works and adhere to the temporary traffic control measures. In the event
of an incident on the A34, traffic management will be reduced to a minimum where possible (subject
to safety) to ease congestion.

Traffic management arrangements associated with the works will be continually monitored so that
we can respond quickly to changing traffic conditions as they happen. We advise residents and
commuters to plan their travel routes accordingly and to anticipate potential delays.
Further details about our plans and traffic management arrangements for the main construction
works will be available to view at a public information event that will be held at the Long Furlong
Community Centre, in Abingdon, from 2 – 8pm on Friday 21 March 2025. We will provide further
details to residents closer to the time.
